Why increase attacks effects don't count when using a pokemon that attacks on the bench?

So, I was with a Hitmonlee playing a match against a fighting deck.
The opponent used an attack from his Cubone that downs my attack by 20. So when I tried to attack his bench, I dealt only 10 of damage on his pokemon.
But, let's think. If Geovani and Lucario's increases won't work on Hitmonlee because it's not an attack that deal damage, it's kind an effect attack (it's written below the attack's name, not besides).
Why Cubone decrease affect my attack?
I have the onus but not the bonus, seem's unfair.

    Why would it be unfair, it's how they intended it to work... Cubone has low hp and the attack doesn't even do any damage, it's not that good.

    Also, Giovanni and Lucario both specifically state that the additional damage applies to the active Pokemon, while Hitmonlee targets benched Pokemon.

    Cubone doesn't specifically say that its -20 damage reduction applies to the active or bench, so it applies to all Pokemon in play, same as Blue (Supporter Trainer) the only difference is that Blue text is more clear.

    Hitmonlee doing 50 on the bench for 1 energy due to Lucario would be a bit too OP with Cyrus around.

    Palkia doing 150 on active and 20 on the bench on the first round with Misty around, is also unfair. That's not the point.
    The point is the inconsistence. Effect attacks should follow a rule. Or it cannot be affected for all cards that increase or decrease damage or it should be affected for all of them.
    Some cards affecting and some don't, it's awful on my opinion. All new card you have to try and see if change something or not, cause you never will know.
