Is koga returning Koffing intended behavior?

Koga's text says it returns weezing to the players hand - but it seems to also return koffing to the field/hand/deck. this effectively gives the player up to four weezings. Is this intended behavior or a bug?

    Koga returns weezing to the players hand, then you can put it in play if you want to. And yes, in a way it's like you have 4 weezings... that’s the intended behavior.

    my question is about Koffing - not weezing. Weezing goes back into the hand, but koffing also seems to be playable again. Is intended behavior?

    Yes, it's intended that both Koffing and Weezing go to your hand... and Koffing can be put in play in that same turn, then in next turn can evolve to Weezing.

    When a Stage 1 or above Pokémon gets moved wherever, all the previous stage or stages go with it.

    It would be like saying that when your opponent defeats your Pokémon you should just return to its previous evolution.
