Limiting # of Cards

I am wondering to create this game similar to the actual card game, should they start limiting the number of cards in circulation for the rarer ones rather than an unlimited supply of it, to also encourage more trading between the community. And therefore the rarer the card the more exclusive it would be. Thoughts?

the rarer cards are not allowed in trade it’s only 1 star rarity or lower so I don’t want the 2 stars or higher to get rare also I like getting duplicates of 1 star cause I can trade them in for special shop tickets
