Why can't friends battle in EXP mode, yet private servers can?

Private servers clearly allow friends to battle in EXP mode; it's just a matter of one line of code.

Hello, I am a Japanese player. My English is not very good, but I just hope to have exp mode battles among friends. This is the feedback section of the forum. Are we not allowed to give opinions?

Your opinion and feedback are both great... but does TCG Pocket allow private servers in japan?
Because here people advocating for private servers (even indirectly) have been banned before.
