Bulbasaur Bug

Everytime I try to play people out using my Lilligant & Venusaur ex deck, I can never draw a Bulbasaur if it was not a 1-star. Any idea what is happening?

    it definitely gets frustrating i feel that. all we can really do is put 2 full venusaur evolution sets in and hope to pull one of those bulbs early. Not sure if its an actual glitch or just more problems with the RNG for deck pulls as well as damage RNG
