I can't use any item card when my active pokemon was confused, is it a bug?

By the Pokemon TCG rules you can use items while your active Pokemon if confused.
But your opponent probably was playing a control deck that can item lock you. That said knowing this game state it can also be a bug… but without more details it's impossible to tell for sure.

To be honest, it probably isn’t. If it was a real Pokémon battle, of course you wouldn’t be able to do that, so either the game is modelled around Pokémon battles or it’s just logic.
