Why is Rayquaza a catchable NPC wild Pokémon in place of as a playable Pokémon for Pokémon UNITE?

I knew that all the Pokémon of the Year 2020 Top 10 Pokémon have been available as playable Pokémon for Pokémon UNITE, besides that Rayquaza is a catchable NPC boss wild Pokémon for this game? So, despite its popularity with fans, I'm just wanting to know why you think that Rayquaza is a catchable NPC boss wild Pokémon in place of as a available Pokémon to play as for Pokémon UNITE?

    Pokémon Unite may not necessarily be basing all their playable options on what the poll results were. Part of their game design philosophy also revolves around what Pokémon might make for a good boss. Rayquaza as a large legendary fits that bill quite nicely.
