From Nintendo? Highly unlikely. But there was a time where Sonic appearing in Nintendo games was unfathomable and I never thought we'd see official Mario games on smartphones, so never say never.
Of course, emulators exist, but they aren't executing natively on PC. Several Pokémon games' source code was released as a part of the recent leak, so it is possible someone will make a native PC version.
There will have to be significant changes to Nintendo's business practices before we see an official one, though, so don't hold your breath.

Not very likely. Officially so to speak.

Pokémon was always designed with mobility or Gameboy/Handheld Consoles in mind. A Laptop or even Desktop PC would have hardware that is far beyond the capabilities of a handheld. Meaning anything made for a handheld could easily be ported to Desktop IF they wanted to. Yet if there was anything that would take advantage of said hardware, it would be an Open World style game like Legends but MMO style like WoW where all 9 Pokémon regions would be included. PvE style raids would allow players to catch Legendary and Mythical Pokémon and players could train/scratch their nostalgia itch by battling Gym Leaders, Elite 4 and Champions from each region. For those looking for PvP, that would be included as well but only in areas that permit it. Outside of that, I don't see anything coming to PC.
