(btw overrated doesn't mean i dislike them)

Underrated: Emboar, Garbodor, Heatran, Golisopod, Centiscorch, Xurkitree, Crustle

underated: meowstic alcremie phantump mimikyu and the scorbunny line

With over 1000 pokemon it's pretty easy to give 36 underrated pokemon so here it goes, and just for the sake of it I will keep it contained to one pokemon from an evolution line and have only 4 from one generation:
Gen 1: Weedle, nidoqueen, Paras, Drowsee.
Gen 2: Noctowl, Xatu, Sunflora, Shuckle
Gen 3: Beautifly, Shiftry, Delcatty, Seviper
Gen 4: Kricketune, Gastrodon, Chatot, Carnivine
Gen 5: Watchog, Liepard, Musharna, Swanna
Gen 6: Diggersby, Malamar, Klefki, Gourgeist
Gen 7: Vikavolt, Ribombee, Shiinotic, Passimian
Gen 8: Greedent, Sandaconda, Barraskewda, Eiscue
Gen 9: Lokix, Arboliva, Squakabilly, Grafaiai

The following is only really applicable to Generation 1 imo but for Underrated, I think Parasect deserves to be on that list. In Gen 1, its the lone Bug Type with a STAB Bug move(Leech Life) and has no vulnerability to Psychic Type Pokémon. It also has the best Sleep move in the game with Spore, which to this day I still consider to be the best(Yawn is admittedly a solid runner-up). Considering how dominant Psychic types are in Gen 1, anything that can remotely "counter" them is worth hyping.
Slowbro is also on my underrated list since Surf + Psychic + Amnesia is pretty OP, especially in Gen 1 when it applied to both SpA and SpD. It too could also counter Psychic Types because the only thing that resists Psychic in Gen 1 is itself.
As for overrated: Kanto Starters. Liker seriously they get all the attention and love but in Gen 1, they're actually pretty bad if you do a deep examination on them. Bulbasaur is ok but can be replaced by Electric + Water Types and Poison Typing = bad due to Psychic dominance. Squirtle is outclassed by other Water Types(Gyarados ← big reason why) and Charmander has same issue as Bulbasaur compounded by the fact that Fire in Gen 1 is pretty awful. Only Pokémon where you'll want a Fire Type is against Jynx.
