I don't know about potent but I do know about powerful, Arcues hands down is the most powerful pokemon cause he's the literal god of the Pokemon universe. Second most powerful is probably Yvetal cause he is literally death.

"Potent" means the same thing as "powerful", just that I prefer it more in terms of look and sound.
