Why had some of Ash's Pokémon capable of evolution never middle and/or fully evolve?

From throughout his entire Pokémon main TV animation history, other than his Pikachu and Bulbasaur having refused to evolve already, some of Ash's Pokémon that never had middle and/or fully evolved including Squirtle, Bayleef, Quilava, Totodile, Corphish, Buizel, Gible, Oshawott, Pignite, Snivy, Scraggy, Palpitoad, Boldore and Rowlet. So, by the way, you guys, I'm just wanting to know why you think that never had middle and/or fully evolve? Please let me know, thanks.😉

    Well, I think Rowlet ingested an Everstone at some point, but I feel like the rest stay unevolved for... ummmm..... plot reasons?

    If they all evolved they wouldn't be as cutesy, so they couldn't be pushed for branding. Also, seeing the Pokemon you listed, it would be really hard for the artists to keep drawing Meganium, seeing the precise flower pattern, or they were too lazy to draw some Pokemon designs back then.
