Jamming Tower & Hero's Cape

There have been multiple games where I have prioritized getting my Jamming Tower into play in order to negate the effect of my opponent's Hero's Cape and lost those games since Jamming Tower doesn't seem to have an effect on that tool card specifically. Unless I am missing some type of ruling about ACE Spec cards not being effected by effects of your opponent's trainer cards I believe this is a bug. Since Jamming Tower states that all attached tools (for both players) have no effect.

If your pokemon has Hero Cape and has damage above it's base hit points and a Jamming Tower is played is your pokemon knocked out?

Yes, that would be the proper interaction according to the rules. PTCGL is bugged though.

@TuKieDad yes it should be knocked out, but there was a bug in TCG Live that made the Jamming Tower not work as intended, it was fixed in latest patch tho.
