Why doesn't Tech Machine Devolution work against Archeops?

Can somebody please tell me why Technical Machine Devolution does not work against Archeops? It would be much easier to battle against the Lugia V star decks if it did…

It’s because Archeops is always brought into play via Lugia VSTAR’s Summoning Star Ability, using it lets you put Archeops (or any other Colorless-type Pokémon without a Rule Box) onto your Bench directly without evolving. Technical Machine Devolution requires that a Stage 1/Basic Pokémon has to be below the target Pokémon so Archeops is left alone because it didn’t evolve from an Archen (or Unidentified Fossil via Rare Candy).
