Dragapult EX problem

I was playing against someone with a dragapult ex deck, i had jirachi with stellar veil on the field which should have stopped the effect of his phantom dive attack but it didnt, nor did it stop his radiant alakazam from moving damage counters from my pokemon. There was nothing stopping my abilities from triggering, nor was there an item used to cancel jirachi's ability.

Its intended behaviour stellar veil only protects from basic pokemon placing damage counters the only thing that protects from dragapult ex and other evolution pokemon with damage counters is either mist energy or Rabsca.

@GrandmaGusta is right, Jirachi only blocks from basics, you need Rabska or Mist energy to block them.
