Pre-made decks

if the point of the game is to learn your deck and collect cards then build your own deck, then why are all new players being given 6+ free VMAX/VSTAR decks instead of incentivizing learning the game as well as spending money on cards. I understand not everyone has access to a ton of cards but I feel like it just rewards players for not having any cards. I have played multiple ranked matches where the decks that my opponent use are just the free ones given to you when you download the game.

Since it is much easier to collect all cards from every set now I feel as if it would be more beneficial for players to go out and buy cards themselves. Maybe I am just whining but it feels as if it takes the entire concept of "Gotta Catch Them All" and turns it into using the free stuff to win matches.
