Why doen't my opponent lose when they run down their timer?

My opponent had me waiting for 15 minutes to pick their cards and no timer kicked in to have them lose. It works in other aspects of the game, why not this? When the countdown got to 0:00 it just stayed there. That should trigger a "concede" on their part.
