Does your turn ever start before the game draws a card?

I can't rule this out to internet connectivity on my end, but it's been good lately.

What happened to me was I was thinking it's odd for this player to be stalling. I had my move planned out so I was just waiting to go. Suddenly the warning timer kicks in so with 15 seconds left I try to do my plan as quick as possible. I was unable to because it took about 5-10 more seconds to draw a card, as I desperately click around, which I guess could explain why the game wouldn't allow play before the first card is drawn. Those are the rules of play after all.

A game log doesn't help because all it would show is me suddenly not playing a turn, but that the time on my turn was ticking for so long before it drew my card to start my turn suggests something may have happened out of order.
