No pokemon

Game reset both of our hands and feilds. No pokemon we out and neither of us were allowed to play. Still didnt time anyone out....

    That sounds like what happens in the case of a Mulligan. Players Mulligan when they start the game without a basic Pokémon in their hand. When that happens to both players, they each shuffle their hands back into the deck and start with a new set of 7.
