Unusable Reversal Energy Bug

I was in a match and was down 5 to 4 prize cards and threw a reversal energy onto my basic non-ex Tropius, but the energy didn't work.

I remade the scenario in an ai battle to he same result.

    Read Reversal Energy again. This isn't a bug.

    Reversal energy only provides extra energy on evolutions
