Mimikyu's Safeguard ability doesn't allow V or EX pokemon to attack that card, but in several games I have been unable to attack regardless of who was in the active spot…
Am I dumb?

This! I have Mimikyu as well and have moved it from my bench to the active spot only to be unable to place any damage counters on my opponent in multiple matches. This has to be a bug right? Very frustrating. Especially when your opponent moves something to their active spot that you can knock out, only for you to be unable to do anything.
