Though I like them both Meowscarada is stronger IMO.

Meow is stronger and has a extremely powerful earlygame that you can exploit to obliterate lanes quickly

TTar takes an extremely long time to get going and is often completely thwarted by opposing junglers and/or the opposing side once it gets access to Altaria (Co. Pupitar has basically no confirm moves whatsoever), leaving it underleveled and underperforming once it finally evolves and gets its unite move. Plus, for a All Rounder, it is notoriously squishy if you don’t know what you’re doing at all times.

Meow has a extremely rapid jungle evolution at level 5 and can be run in any lane other than top, (And even that could potentially be argued against) and paired with its mobility and ability to delete enemies PLUS a passive that allows you to essentially turn invisible and avoid death makes it a oppressive jungler with no counters other than overwhelming the team behind it or forcing it solo.
