Canceling Cologne bugged or am I just not understanding it?

Just played a game against LB and dropped cologne on my opponent but he was still able to use him Comfey's abilities.

Is cologne bugged or am I just not understanding what it really does?

  Cologne stops abilities on your opponent’s active pokemon during your turn only! So one way its used is on manaphy, you bring it active then you can use a snipe attack (mostly commonly radiant greninja).
