Pokemon Headquarters not applying.

Pokemon headquarters allowed a Radiant Charizard with 4 taken from me to still attack with one energy attached. Seems like this bug has been around for awhile now, and would be nice if it was still not bugged

    Did your opponent have a Burn Brightly Charizard (causes each Basic Fire Energy attached their Pokémon count as two) in play? If they did then that would explain why their Radiant Charizard was able to attack despite Pokémon League Headquarters being in play.
