    I think people mostly use it to steamroll the PAL Mimikyu by nulling its ability so pokemon v/ex can hit it, with a few other niche uses here and there (shutting off Wigglytuff ex's ability so it's easier to KO, circumventing Diancie's Princess Curtain)

    it only disables the ability of your opponent's pokemon in the active spot (it's applied to the active spot, so you can boss in a different pokemon to cancel that ability if they're benched), and only during your turn on the turn you use it. I'd imagine most decks using only keep 1-2 copies.

    Not much it’s never been very good as it only works on the active so you need to gust up the mon to make use of it

    It's mostly used to get around the Manaphy from Brilliant Stars' bench barrier ability. Most Chien-Pao ex decks run it alongside a heavy count of Cross Switcher to take multiple prize turns with Radiant Greninja. I haven't seen too many Lost Box decks play it but they might try something similar now that Jirachi from Paradox Rift is going to be used in most matchups where Sableye could be troublesome.

    In decks that only attack with Rule Box Pokemon (for example, certain Arceus V decks), it can be used to defeat PAL Mimikyu.

    In decks that attack the bench with cards like Radiant Greninja or Urshifu VMAX, Cologne can be combined with a card like Boss's Orders to circumvent Manaphy's bench protection.

    Those are the two main uses, but it also has incidental uses against some non-meta strategies like Snorlax Control.
