Why is the inactivity timer starting immediately upon starting a game/turn?

As soon as a game loads if I have to choose for coin flip I am given like 1 second to pick, same for placing pokemon on bench during setup. The 15s timer also starts immediately as soon as the turn begins, which usually means I have 10s to actually do anything after the card draw is done.
