Why are there 0 competitively viable Johto mons that aren’t Legendary
Forretress was a decent Spinner I guess?? And Scizor has remained a solid pick till today
The 3 elemental dogs would be complete garbage in today’s meta but GF did give Suicune a paradox forme with Entei and Raikou on the way
But Gen 2 is mostly forgettable with bad mons EVERYWHERE.
Starters consist of Charizard 2, Worse Venusaur and Outclassed by other Waters

It only introduced 100 new Pokemon and a lot of the catchable Pokemon in game were from Kanto and already filled their competitive niches. Of the new mons, many of them were there to demonstrate new mechanics, like baby Pokemon for the breeding mechanic, or didn't have a lot going for them besides their new steel or dark typing. Furthermore while Kanto represents a lot of nostalgia capital within the franchise and a lot of the gen 1 Pokemon have been retroactively buffed or received new evolutions, types or abilities. Johto however is a bit of an awkward middle child between gen 1 and gen 3 and has not received anywhere near the same level of support.

Well, it was the second gen. Of course, they couldn't put as much effort into the Pokémon as in the first or later generations, and it was probably rushed a bit to sell merch during Pokémania. Gen 1 also had some bad Pokémon, especially design wise (there are still good ones, but like.. Seel and Dewgong. Even their names aren't creative. Charizard may look cool, but it's just a dragon on fire. And did you know Charmeleon's Japanese name is just "Lizard"?).
