Sorry, I don't follow Spragels or "meta" and his opinion is just that, an opinion.
At one point he was dissing Lapras bad, when I know at least four excellent Lapras trainers (one or two are from the forums also 😉) who can and could at that time do awesomely with Lapras.

Oh I know Tier lists are the epitomy of opinion, in a game where multiple factors are in play with how a game goes(player skill being a huge one).
