Manaphy Bug - Not Placing Damage Counters While Active?

Hi, was wondering if there was something I was unaware of or if this is a known bug regarding BRS Manaphy? Here's the situation:

My Cresselia w/ Moonglow Reverse attacks, choosing Manaphy (in the Active spot) to move the Damage Counters onto. I have 20 damage across 4 Pokemon (3 on the Bench and 1 Active). The app proceeds to remove the Damage Counters from the Pokemon on my side, and attempts to on Manaphy, but none are added. This should KO Manaphy correct? There were no cancelling effects in play. The Ability makes no mention of any effects of Manaphy in the

    Any cards that blocked attack effects? Damage counter placement counts as an effect. Otherwise I'm not sure what might have happened
