Motone, the Music Pokemon!
You can use them to make a song! Measure form uses your song as its cry. Normal type, except measure form is normal/psychic.
Some of the forms can learn their own moves. (Some forms share moves though, and measure can learn their own moves of any Motone on it.) the only move I’ve made is for clef form.
Clef switch: reverses all stats of user. (If the speed stat is all the way up and the defense stat is all the way down, then it would change to speed all the way down and defense all the way up). Maybe a bit overpowered… i don’t know. I’ll keep working on other moves. Maybe animate them!! Maybe.

I think this is my favorite one so far!!
The whole notes and measure form is SO creative!
Imagine a Gigantamax Form for it where it's this huge sheet music with tiny replicas of its many forms flowing everywhere and bars of sheet music wrapping around its body
And maybe it could have a G-Max Symphony move that gives every pokemon except itself a randomized status condition!

Assuming the time signature is 4/4, no more than 4 beats' worth of each form.
However, the scales mix things up to because that changes how many Accidental forms are present.
So, it's an extremely hard question to answer, and there isn't any one maximum.
