Well it gets a pretty solid boost in Special Attack and Speed. Currently, Gardevoir is exactly one point of speed faster than Mega Meowstic, meaning Kalypso moves just before. It makes for a fairly solid duo. Also I have a rule to only use Pokemon I like and I recently got an interest in Meowstic.

For Psychic Terrain, you should probably get an Indeedee instead. It sets up Psychic Terrain immediately so you can start Psyspamming. Though I say I play “Zard Y Floette Slop” so I wouldn’t be the gal you should ask first for team building.

This is Doubles, right?
I'd agree that if you want Psychic Terrain, you want to have a Psychic Surger. Or at least give it to Meowstic (and give Meowstic Prankster).
But the biggest issue here is that none of your Pokémon have Protect or Detect, which is the best move in Doubles. Without it, you have very little flexibility.2 -
