It might turn into a war there with how many people want to conquer it... which might make it not as good of an option as we thought.

Kanto had easily corrupted Gym Leaders. Gym Leaders who once corrupted don't care. Ditto Elite Four who couldn't care less about it and therefore can be taken over. Compare that to Unova and you'll see a huge difference. Paldea I wouldn't try because the Animé made me respect them. Ditto Kalos..

Wait, that's a good point. Either no one cared enough about the boss of Team Rocket being a Gym Leader or no one knew, so it might actually be a better option than Johto.
