Card should only prevent abilities for basics (no rules) however it prevents [at least] Starbirth from Arceus VStar.

  Any chance there was a Path to the Peak in play?

  No, however today I witnessed my opponent use Starbirth with a path in play...seems random when it wants to adhere to the rule
