What is the current state of Pokemon Bank?

So what's the deal with Bank right now? I've seen some people lament that they don't have access to Bank in reaction to the news that some Wii U games are going back online. But wait a minute, I just moved some shiny eevees and cyndaquils for an Arceus playthrough the other day with no problems.

Bank went free to use a little while ago. You can transfer the Pokémon to Home, however you need a Home subscription to use it.

Bank is inaccessible if you don't already have it downloaded. This is due to the 3ds eShop closure. If you already have it downloaded then you can continue to use it.

@RememberMidis ah, I see. That's the part I was confused about. Unfortunate for anyone who doesnt have the software installed already.
