Am I the only one getting matches with bots only in Panic Parade?

I've been doing Panic Parade on Extreme Difficulty, but the past 10 or so matches have only been with bots. I'm wondering if there is a way to not have bots or if I'm the only one who has this problem?

    if it says CPU Match while queuing that might be a problem where you have to go to another mode and switch queues
