Seaborne makes logical sense here given Katara was Southern Water Tribe. By rolling with Seaborne, I gain an ability to boost rolls depending on how many Fear rolls I get. Basically a Fear roll grants me a token. Number of tokens I can stack is based on character level and I can spend one or more tokens to grant +1 to future rolls for each token spent. Basically in a nut shell, I can improve future outcomes if I roll with Fear often enough.
