Starmie does Bench Dmg through Battle Cage

I don’t understand how Mega Starmie is able to do bench dmg with its attack through battle cage. I have seen Battle cage block Dragapults Dmg but this game I just played it still hit bench dmg with battle cage on the board.

prevent all Damage counters from being placed on benched Pokemon by effects of attacks & abilities. How is Stamies 50 dmg not an an effect of an attack? I have screen shots

    Starmie does damage to the bench. Damage is not an effect.

    Dragapult places damage counters on the bench. Damage counters are an effect.

    I had a hard time understanding this too but the EASIEST way to understand the difference is this -

    Look for the WORDING underneath the card because it will literally say either "DAMAGE COUNTERS" or "DAMAGE". Damage Counters and Damage are NOT the same "word". Just think of both as different words instead of automatically "damage".

    EXAMPLE 1 (Damage Counter) - Dragapult EX - "Put 6 DAMAGE COUNTERS on your opponent's Benched Pokémon in any way you like"

    Example 2 (Attack damage to opponents Bench) - Mega Starmie EX - "This attack also does 50 DAMAGE to 1 of your opponent's Benched Pokémon"

    Battle Cage - allows DAMAGE to the Bench but NOT DAMAGE COUNTERS! It's the wording!
