Ditto is Route 13/14/15 or the Coastal/Eastern route. Not sure you want to have Ditto on your team though… Ditto isn't exactly a great Pokémon. I'd go so far to say that Onix > Ditto.
Edit: Also spawns in Pokemon Mansion(basement), Route 23(aka Victory Road) and Cerulean Cave(postgame).

Might I recommend spending time training them to level them up(if you intend to use them that is). Keeping team members roughly the same level is the issue Trainers face in the early Generations. When they implemented the XP system in I think Generation 6, non-participating team members were able to stay within a reasonable amount of levels behind the more active ones but if you don't actively use your Pokémon in FRLG, they will fall behind fast. The Daycare center on Route 5 will train one Pokémon at a time for $100 Poke + $200 per level they gain. Every step you take while a Pokémon is in their care gains 1 experience. If you were to drop a level 5 Magikarp into the daycare and wanted it to reach nearly level 20 would require it getting ~9800 XP since level 20 requires 10k(and it starts with ~156). It'd take a LONG time to level up a Pokémon that way when you could simply go into Diglett Cave with that same Magikarp and your Ivysaur and swap to it each time(using Vine Whip) and gain 90-100+ XP each Diglett you faint. You'd have to occasionally go to the Pokémon Center to heal since you'll be tanking Scratch attacks and likely Dig(which deals neutral damage so it hurts). Yet once Magikarp evolves, Gyarados would feast on those Diglett and especially if you gave it a Water type move to use despite it having a really bad 60 Special Attack since Dig does nothing on Flying types.
PS: Diglett Cave is a great grinding spot. Not just for Speed EV's but just for Experience overall. Just watch it against the occasional Dugtrio, they dont mess around.

Yeah Ditto is bad(imo) because it doesn't have the Impostor Ability that permits it to Transform into w/e its facing. It gets the Limber ability instead because Hidden Abilities didn't come around until Generation 5 so it can only transform once and if it cannot outspeed the opponent, they get a free hit on you w/o you transforming into the opponent first to limit the damage they can do if it happens to resist that particular attack. What's more, Choice Scarf that would boost its speed was introduced in Generation 4, hence is not available for use.
