Team Rocket Sneasel - Strike the Sleeper attack bugged

I've witnessed multiple times something with this attack not working as intended. I think it happens when a pokemon with damage switches to the bench, the attack will deal no damage. I'm not exactly sure of the repro steps but there's something definitely wrong with it. Sometimes it works, sometimes it doesn't. Please fix. Thanks
