With multiscale dragonite would win but with megas it wouldn’t being as we don’t know its ability yet and gengar outspeeds and learns 4x effective moves. My vote is ganger.

I thought Dragonite's brute strength would make this a competition but no
My vote was actually Gengar, though
Ice Punch, Dazzling Gleam, Icy Wind…
It just seems like Gengar has a big advantage

I'm going to continue off of this
Hypnosis, Toxic, and Willow Wisp also make it difficult for Dragonite, making it unable to attack or slowly take damage
Turn around and use Hex and it's over
