I was thinking Magikarp (If I spelled that correctly) or combee.

So many possibilities... and depends witch format and era.
But I'll give one that is really bad... Eevee VMax, not playable in current Standard, but it's a prity useless card, poor attack (considering it's a VMax - if knocked out you lose 3 prize cards) 😅
I can't recall any deck that ever used it.

On my computer, I dragged the picture (which is in a webpage) to the comment box, and adjusted its size. After that, done — it was in my comment above.
