Are TCG pocket and Pokémon Unite Account recovery processes different?

Recently I got a new phone and lost my Nintendo account. I reached out to Pocket support, after a couple questions and account ownership proof, they easily transferred my saved data to a new ID upon request after a few days. I also emailed Unite support, but they gave me a completely different answer. So, I'm very confused. I asked if they could transfer my saved data to a new account ID just like they did for pocket and they denied my request. Can someone explain? What am I missing
