I don't know. Maybe they saw Mega Delphox's base stats (159 Sp. Atk, 125 Sp. Def, 134 Speed) and pitied its opponents.

It is a lackluster region with most of it being a glorified school trip, it also feels very small. Sure there is some regional area diversity but it does not feel as big as the other regions did or feel like it has as much life as other regions. It felt like with the open world aspect of the game they sacrificed some world building elements in the game. There may be some people who like the new region, I respect that, but comparing it to their older games that were at least well fleshed out as a complete and diverse region this one does not compare well. Even without comparison it feels lackluster. I said the same ting about Legends Z-A and I find that it suffers a lot of the same flaws as Paldea did, but also does not make sense because it should have been a dense and diverse city considering its a big city. I think for future Pokemon games they should focus on making sure the world they build is well fleshed out and make it feel like a real world and not just the bare minimum.

Truly strong trainers know how to create strategies that can make even the weakest Pokémon work. Don't act like there's never been weaker Pokémon like Pachirisu who won at a World Championships with the help of a good strategy.

Also, I haven't had a single issue beating any game with Delphox. I think it's actually one of the strongest starters. In Z-A, I've found it loses less than my Zygarde did in battles. It also has supereffective moves for Greninja, Chesnaught, Feraligatr, Emboar, Meganium (and all their Mega forms), and only needs two or three hits to KO most Dragon types.
