Unable to retreat with Air Ballon

I was in a game and had bossed my opponents Pokémon that had a tool jammer on it into one that didnt. I was still unable to retreat my 2 retreat cost Pokémon that had an air balloon event though the opponents current active no longer had a tool jammer
