Mew has too much controversy around it regarding it's considered to be the 'first Pokemon' situation.
Darkrai has (In my opinion) a way better design and story than mew.

Mew. Did you know that if you get strength, and use it on the truck that appears in Vermillion city if the SS Anne is still there, you can find a Mew? I wish newer legendaries and mythicals had encounter methods like this.

Also this is a reference to a really old rumour from back when Red and Blue were new proven false that you can find Mew under the truck. Please don't actually try this, you'll just be dissappointed. But I think one of the remakes, can't remember if it was FRLG or LGPE, had an item in that area. Also you can't use strength on the truck.

Ah, okay. Well I don't own red or blue, so that idea is down the drain anyway.
