Is Brute Bonner consider rule box pokemon?

In my match where my opponent having 2 prize card while I had 3 prize card remaining, my Brute Bonner with reversal energy attached cannot attack. Tell me is this a bug or game intention.

It only works on Evolution Pokémon. Brute Bonnet is a Basic. Remember to read your cards.
