Boss's Orders Not Working

I used a Boss's Orders and the card just instantly went to my discard and my opponent's active Pokémon was not switched. Even my opponent noticed as they used the confused emote.

Did they have a Diancie in the active and only basics on their bench? There are multiple other cards that prevent boss's orders from working on benched pokemon, but If not, this should be a bug.
