There is not enough context here. Did the Regidrago have a big parasol attached? Was there any effect that prevented the Regidrago from being effected by effects of attacks?

nope there was not effect in play whatsoever, I did it twice to the same regidrago Vstar and was wondering why it did not work. nothing on the bench has abilities to prevent effect too, so either it was a bug or it was a hack.

Was your opponent copying Altaria ex's Light Pulse attack ("During your opponent's next turn, prevent all effects of attacks used by your opponent's Pokémon done to this Pokémon.")? I know certain Regidrago decks have been teching that to specifically counter Roaring Moon on the ladder.

The game doesn't show you the names of attacks when copied by an effect like Apex Dragon, so it's pretty easy to miss.
