Cannot proceed on Select Language for Windows 10

Cannot proceed on Select Language for Windows 10. I've uninstalled, repaired, ran as administrator, restarted, the whole nine yards. Super frustrating. Playing on mobile kinda sucks, and would rather play on PC.
