Evolving skies Jumpluff 004/203 bug with Fluffy Barrage ability

Evolving Skies' Jumpluff 004/203 has an ability known as Fluffly Barrage that reads off as "This Pokemon may attack twice each turn. If the first attack knocks out your opponent's active Pokemon, you may attack again after your opponent chooses a new active Pokemon."

The issue is when this ability is triggered with the new card Technical Machine(TM) Blindside card from Paradox Rift, upon knocking something out with the first attack, the second attack is forgone completely. After reading over the card multiple times, this interaction is absolutely incorrect. Additionally, if you don't knock something out, you can use the tm card properly. For even more evidence, the scroll tool cards printed throughout the mid-Sword and Shield era all trigger the ability and perform properly. The scroll the deck I am playing plays the rapid strike scroll of swirls which does 30 damage across the board, triggered twice does 60 across.
