Throughout the entirety of the pokemon anime series I have seen only a few female characters that fail to improve themselves let alone make a strong impression on the mark. There are those who make good strides like May, Dawn, and Serena. Those whose story need some major improvements such as Mallow, Lana, and Lillie. And Finally, there are those that fail to develop in their respective character. The following are Misty, Chloe and Liko.

To be honest, Misty, Chloe and Liko have really got to go.

I think they were good characters. Also, they do grow, even if it's not visible. Liko slowly gets braver and closer to finding who she wants to be, Lillie's biggest problem is Lusamine being nice in the anime, and Misty is just a fun character (not all characters need 10 layers of development. An entertaining character is just as good).

As for Liko. As in Liko Paraya. She's the one who needs to get the boot.

If you want to talk about characters not developing or improving, let me tell you about a man named Ash.

He was 10 for two decades, lost all but one championship and essentially becomes a beginner at the beginning of each series.

@TheJeffers Which is why I plan to bring Ash back in order to greatly improve on his character development. That goes double for aging him by 2-3 years.
